Vice President of Finance

Ozarka College is seeking applications for Vice President of Finance.  The Vice President of Finance, acting under the direction of the President, is the Chief Fiscal Officer of the College and is responsible for the overall operation of the business affairs of the College.  Working collaboratively with the President and staff of the college, the Vice President of Finance provides leadership in the planning, development, implementation, and evaluation of the fiscal affairs of the College.  The Vice President of Finance is a key collaborator in the College's strategic planning efforts.  The Vice President of Finance reports to the President of the College who conducts an annual evaluation.

Position Specific:

The Vice President of Finance is responsible for the development, implementation, evaluation, and effectiveness of fiscal programs along with the administration of the Paul Miller Fitness Center.  Specific responsibilities include:

Leadership

  • Provides leadership for the recruitment and retention of full-time and part-time staff personnel supporting the unit.
  • Supervises Business Office and Fitness Center.
  • Leads or serves as liaison to various institutional committees.
  • Provides leadership that expresses the inherent worth of each employee at the College and to the education process.
  • Provides leadership to the financial units consistent with the mission, values, and purpose of the College.
  • Provides leadership to enhance fiscal initiatives.

Communication:

  • Maintains effective communication in the finance and administration areas among all units of the local College, Arkansas community colleges, the Department of Higher Education, other educational institutions, and the community at large.
  • Maintains open communication channels with the leaders in the financial unit and fitness center arena (e.g., convene regular meetings with Business Office).
  • Represents Ozarka in public relations activities, in recruiting activities, in professional meetings, and in other community events.

Staff:

  • Supervises Business Office and Fitness Center.
  • Recruits and recommends prospective professional and support staff.
  • Recruits and assigns professional and support staff in concert with search policies and procedures.
  • Conducts the annual evaluations of full-time staff including business office personnel, Fitness Center Coordinator, and Business Manager.
  • Calls and conducts staff meetings.
  • Promotes the professional development of professional and support staff.

Students:

  • Facilitates effective financial processes and procedures that foster student success.

Budget:

  • Formulates and implements an annual operating budget related to the goals and operational needs of the college.
  • Prepares and recommends to the President the annual operating budget for the college.
  • Prepares a monthly budget report for the President and Board of Trustees.

Administrative:

  • Provides leadership in strategic financial planning and prepare institutional reports as requested by internal and external sources.
  • Ensures compliance with accreditation requirements and criteria, State of Arkansas laws and policies, and Ozarka College.
  • Provides leadership in the process for re-accreditation in coordination with the Accreditation Liaison Officer.  Provides leadership in accountability and institutional effectiveness.
  • Assists in planning for new instructional facilities and equipment.
  • Plans and implements fiscal activities that meet the goals of the strategic plan.

Other:

  • Assumes other duties and responsibilities as assigned by the President.

MINIMUM QUALIFICATIONS:

  • Masters degree in Business Administration or equivalent education and job experience.
  • A minimum of five years of administrative experience with evidence of progressive responsibility within a community college setting.
  • Known for commitment to personal integrity.
  • Experience that demonstrates knowledge of business/industry workforce development.
  • Experience or background in budget development.
  • Demonstrated knowledge of the responsibilities and skills required to fulfill the position responsibilities
  • Demonstrated commitment to institutional advancement and effectiveness strategies.
  • Demonstrated commitment and ability to implement strategic planning and management.
  • Demonstrated commitment to team leadership and ability to work effectively and collaboratively as a member of the leadership team.
  • Demonstrated people skills that promote assistance, respect for inquiry, and a caring attitude.
  • Demonstrated commitment to the community college mission and assisting students and staff to fulfill that mission.
  • Demonstrated computer skills with knowledge of word processing, spreadsheet, database, Internet browser software, and institutional/student information packages.
  • Demonstrated ability to handle multiple tasks, work independently, and take initiatives.
  • Demonstrated interpersonal and communication skills (written and verbal) that promotes understanding, ethics, thinking, and growth as it strengthens collegial working relationships and respectfulness for ideas, opinions, and others.
  • Demonstrated personal and professional integrity attributes and commitment.
